Group Head of Human Resources

To work
in conjunction with the Finance Advisor and the
Presidents’ Vision for the Group for its expansion and
shareholder value
FUNCTION:
Design and implement programs/tools to
ensure that employees are in a position to meet goals of
the group in quality of service, productivity and
profitability. Develop, implement and coordinate
policies and programs covering employment, employee
relations, wage and salary administration, benefits
programs, orientation and training. Consistently direct
the application of human resources policies and
practices. Manage other human resources staff.
ESSENTIAL DUTIES: 1.
Staffing: Continuously monitor staffing levels and
personnel assignments to ensure there is sufficient
knowledge/skill overlap to accomplish goals within each
department, including cross-training and succession
planning as needed; identify appropriate and effective
external sources for candidates for all
levels.
2. Develop and
administer performance management strategies that ask
for, measure and reward appropriate behaviors and
performance standards; continuously evaluate employee
placement and performance so that we have the skills and
experience in place for current and future operations
across the group company.
3.
Oversee the development and administration of benefit
and compensation programs to attract and retain
employees, including health, disability and life
insurance, retirement plans, flexible spending plans,
base pay, merit increase structures, bonus plans, and
recognition programs. Review compensation plans annually
and make recommendations so that salaries remain
competitive yet within budget.
4. Manage
unemployment and worker’s compensation
claims.
5. Work with department
heads in job design and department structure.
6. Oversee the development and
administration of a Quality Program to measure and
improve agency performance by using reliable data to set
goals; identifying and eliminating variability in our
processes; identifying and meeting customer
needs.
7. Oversee all
administrative and regulatory compliance functions in
policy development, employee relations, and maintaining
files/documents/reports as required by law and
guidelines
8. Maintain the
annual HR budget to include recruitment strategy, reward
and recognition programs and employee activities.
Requirements MINIMUM EDUCATION AND
EXPERIENCE: 5-10 years of related
experience; bachelor's with post graduate degree in
Human Resources or related field, and/or equivalent
experience. Must have direct supervisory experience and
be able to manage and head the HR team at the whole
group level.
